Details

If focus is in the url bar, and type Alt-Down (down arrow key) then URL bar
history (not the global history autocomplete) appears in th upper right hand
corner of the screen. (i.e. at 0,0)

This is bad because the shortcut for normal dropdown lists is Alt-Down.. makes
it very confusing to have it pop up over there...and it's bad for accessibility
because it's the only way to get to the urlbar history.
Agreed - this is bad. I don't know what changed, it popped open right below the
URL bar before.
Try pressing Alt+Up.  Very weird, at least on 2002012903 on Windows.

same here on 2002022703.  probably some view manager changes that made it work.
