2. open customize mode
3. switch to the space fantasy theme (shipped by default)

From mozregression, this regressed sometime in the middle of September. Regression window coming up as soon as I have it completely worked out.

[Tracking Requested - why for this release]:
This landed pre-43-branch being cut, so presumably 43 is affected.

Confirmed that this does not reproduce with the patches in bug 1205630 applied.
