STR:
1. Pin some pages
2. Launch any pinned page
3. Go back to home screen and tap browser icon (currently pinned page running on the background)

Expected result:
1. Open a new browser without problem

Actual result:
1. Would briefly show the pinned page before open a new browser window

Doesn't hamper usability of pin-the-web. Let's not block on it, but set high priority.

Update the interaction between browser and pinned page from the latest build.

STR:
1. Pin a page
2. Launch the pinned page
3. Go back to home screen and tap browser icon (currently pinned page running on the background)
4. Close old browser window, create a new window and navigates to the pinned page
5. Go back to home screen and tap the pinned page card (currently pinned page running on the background)

Expected result:
1. In step 3, open a new browser at start page
2. In step 5, should re-use the exist pinned page window

Actual result:
1. In step 3, just re-use the exist pinned page window
2. In step 5, create another new window which open to the pinned page
