Turn on two preferences ("network.http.enable-packaged-apps" and "network.http.packaged-apps-developer-mode") then access below NSec packages cannot open successfully:

people.mozilla.org/~mlien/email.pak!//index.html
people.mozilla.org/~mlien/music.pak!//index.html
people.mozilla.org/~mlien/sms.pak!//index.html
people.mozilla.org/~mlien/video.pak!//index.html
[Actual Results]
First time it will show "File not found" error page, if refresh again it will show incomplete main page

This was a permissions issue on the web server. There are more issues, but lets raise more specific bugs.

No, this is not related to web server permissions. Even permissions changed, packages still cannot be opened successfully.

Mike: can you add more details here? I am able to successfully open packages on my devices. Can you provide more details, or is this issue now closed?

For basic package like people.mozilla.org/~mlien/uitest_privileged.pak!//index.html can be opened successfully. Need to test more different kind of packages
