We want to be able to specify a device-level list of files to cleanup from data partition after installing a recovery update. That will help making sure bug 1200680 cannot surface again and gets properly fixed for user that are stuck.

We just need to make |CleanUpdateFiles| controlled by an environment variable, https://github.com/mozilla-b2g/B2G/blob/master/tools/update-tools/update_tools.py#L1047
