1211921 - IRCCloud protocol handler notification bar disappearing/reappearing in a continuous loop

When logging into IRCCloud for the first time on a fresh Nightly install, the "Add IRCCloud (irccloud.mozilla.org) as an application for ircs links?" starts going haywire and appears/disappears in a continues loop. The only way to stop the notifications is to simply re-load the page. I've attached a clip to illustrate the problem:

STR:

- install a fresh nightly
- once installed, launch m-c load IRCCloud
- I always select "Yes" on the "Would you like to improve your experience with search suggestions" notification under the awesome bar
- Login into irccloud.mozilla.org

Once you login, you'll see the same behavior that's in the video. I've reproduced this on both OSX/Win 10.

Is this with e10s on? It could be that the protocol handler support is broken in e10s. If this is only with e10s, mark it as tracking-e10s:?

This is happening with non-e10s as well. I've checked on both OSX and Win 10 and I could reproduce the same issue with e10s disabled via about:preferences. Same STR apply.
