Creating this bug for implementation of the shared animation for Tracking Protection pages.

This animation will be used on the FF 42 /whatsnew page and the Tracking Protection product page.

We've received a piece of feedback from Tim Murray. Alex, can we tweak before the review tomorrow?

>I feel the timing should be sped up a bit. Now there's about 3 seconds between visible motion. I'd prefer it was more like 1.5 or 2 seconds. Is there a chance the red light could be a little brighter as well?
