So, it seems like mozregression-gui 0.3.1 is a 64 bit binary - but 0.3.0 was a 32 bit build. So, we changed something in the appveyor build, or appveyor changed. We should build again 32 bit binaries, to be compatible with all windows.
Fixed with https://github.com/mozilla/mozregression/commit/7b206e8582414f9480b1d7b6223bb712f2705b0c. I just released and tagged a new version 0.4.1: https://github.com/mozilla/mozregression/commit/251bb90028461d82734ee9f82d88e0771f761820 New binary should be deployed once appveyor build is done.
