STR:   (Win7_64, Nightly 44, 32bit, ID 20151008030232, new profile)
1. Open this "data:" url or click URL in the form above
>   data:text/html,<script>setTimeout(()=>location.replace("https://support.mozilla.org/ru/"),3000)</script>
2. Click the magnifier icon in the searchbar to open suggestions popup
  (you have 3000ms until the page will reload)
3. Wait 4 seconds after Step 2.

Result:       Magnifier icon displays that you can add the search engine while suggestions popup
              doesn't display any search engines. I sometimes encounter that in normal browsing.

Expectations: Suggestions popup should always display search engines if they are available

Note:         If you already have russian search engine installed, try another language to reproduce.

When the page changes, the popup now closes and the icon updates. This seems like reasonable behaviour, as it'll help the user be altered to the change - though in any case the icon is updating.
