121366 - Mouse wheel operation is not correctly focused

Edit, Preferences, Advanced, Mouse Wheel: Set to "make the text larger or 
smaller". Go with the mouse to the folder list or the msg list. Move the mouse 
button over the ms g text and turn the wheel. The msg text size is changed. 
Then move the mouse over the folder list and turn the wheel. Still the msg text 
size is changed although people would expect that - in this case - the folder 
list will scroll. This behaviour is identical, even then you click into the 
folder list or msg list: in any case there is no more scrolling, just the text 
size changing. In all previously tested builds (last one was snapshot 9.1.02) 
this was OK! Tested on Mozilla 0.9.7+

Re-tested and confirmed for snapshot Mozilla 0.9.8+
Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:0.9.8+) Gecko/20020205. This
is annoying and should be solved.
