Steps to reproduce:

I wanted to disable temporary a localization with going to about:addons -> Languages and clicking on "Disable" for the related language.


Actual results:

The user interface hasn't updated and Firefox hasn't shown a link to restart the browser like this is done on addons that require a restart.


Expected results:

Either the user interface should update or a link to restart the browser should be shown.
The plan was to make language packs restartless, but it looks like it was backed out and no one's retried it since.

The restartlessness was only backed out on release branches, but since has made it to release, see https://hg.mozilla.org/mozilla-central/annotate/c281177594d6/toolkit/mozapps/extensions/XPIProvider.jsm#l827

Only partly as for example the menu bar and its submenus are not changed then (maybe this is GTK+ related?).
