1213846 - Context menu attached to a conversations is cut off and also cuts gear button

Affected builds:

Affected OS`s:
- Windows 7 64-bit
- Ubuntu 14.04 32-bit
- Mac OS X 10.11

STR:
1. Start Firefox
2. Click Hello icon
3. Click Get started
4. Open about:newtab
5. Click Hello icon
6. Create 10 conversations
7. Click the context menu from the last conversation

Expected results: Context menu opens above the conversation or underneath but is not cut off.

Actual results: A portion of context menu is hidden and cuts the gear button in half.

Notes:
- Screenshot showing the issue attached.
- This was introduced after bug 1183642 with the exception that opening context menu would make change the size of hello panel.

we are updating the button and menu on visual journey - so will need to fix and uplift it when that changes come.

We don't be able to fix this for 43, but we will ensure that it isn't present in the new layout in 44 (per https://bugzilla.mozilla.org/show_bug.cgi?id=1214582#c6)
