The user can launch apps by tapping below the app icons of the bottom row on the new home screen. I could not reproduce this on the old home screen.

Repro Steps:
1) Update a Aries to 20151012110146
2) Switch to the "New Homescreen" in settings.
3) Scroll down to the bottom of the home screen and tap below the app icons on the bottom row.

Actual:
Apps will launch when tapping below the icons on the bottom row. 

Expected:
The app will only launch when the user taps directly on the icon.

This issue also occurs on Flame 2.5 

Apps will launch when tapping below the app icons on the bottom row of the home screen.

Not nominating to block since this issue only affects the last row of apps and thus doesn't interfere with opening other apps.  Alison: What are your thoughts?

I think this issue is not a blocker, transfer for Teri to make the nominate desicion. She is QA for New Homescreen.

Not a blocking issue.

Also, I think this is a platform issue in general - I often tap near, but not on an element and the tap is still picked up... I think we have some fuzzing there (which is usually helpful, mind).
