1. In Nighlty with a fresh profile, visit about:remote-newtab
2. Reload.
ACTUAL RESULTS:
After a reload, the page looks like this (text-only):

...with a few form controls (a checkbox, a few buttons, and a text-entry box) at the bottom.
EXPECTED RESULTS: Page should look the same after I reload it.
If I reload multiple times, every other load shows this broken look.
