Steps to reproduce:

* Run IntelPowerGadget
* Use slow network
* Navigate to URL
* Select 1080p60

Expected results:

Buffering takes about 5W, similar to idle

Actual results:

Buffering uses 25-30W, more than decoding video
Priority: -- → P1
Is this still an issue? jya did a bunch of work to improve the MP4 buffer parser.

yeah, my guess is that this is now gone following the rewrite of GetBuffered()
