1214581 - Communicate Verbatim migration with localizers

Migration from Verbatim to Pontoon will affect 75-80% active locales working on these projects (others already migrated to Pontoon spontaneously):

We need to give localizers enough time to prepare for the migration, so we should start communicating it early.

We should also do the migration in 2 or 3 steps, to give localizers and ourselves more time to adjust and figure out potential problems.
