We should serve public artifacts through cloudfront for people outside TC.

This is really just cloudfront infront of the S3 bucket, with dedicated IP to get TLSv1 support, for people who don't have SNI, like the ones in bug 1214815.

So far the testing I can complete shows download speed above 2MB/s over LTE (Orange F) and my VPN (Hetzner). I am over 10MB/s when downloading directly from the VPN machine. That looks like a huge improvement.
