1214835 - SmartOn Tracking homepage promo tile implementation

This will replace the small Thimble promo tile on Nov 3.

This will need a short headline (just a few words) and a graphic (cc'ing Lee). 

I expect we'll use some shade of the purple we're using on the Tracking page, but we'll have to see how it compares to the Gear promo. Maybe just one of the light shades?
