It'd be nice to able to drag each animation/transition in the timeline to set its delay.

Yes, that would be great, perhaps using a hand tool.[1] (For bonus points, if it's a script-generated animation, perhaps Ctrl+drag would adjust the iterationStart instead.)

Ctrl+drag is rather used for duplicating items. Adjusting the iteration start should be done by dragging the handle at the start of the animation.
