Add Bookmark dialog should accept a description

Details
When you right click on a bookmark in the "Bookmark Manager" and select
"properties" you are presented a dialog box with a "Description"
This same description should be available when you select Bookmarks | File
Bookmar k from the browser.
I don't think this is a huge bug. Should be pretty easy to implement.
I may do the implementation here. If I submit a patch to bugzilla I assume it
will be accepted?
