Follow-up of 1178448:

Currently the certificate is only read at the first time when SetTrustRoot(DeveloperImportedRoot) is called.

We should observe the preference of "network.http.packaged-apps-developer-trusted-root". When it changes, we should free the data of previous stored certificate.
