You are not a module owner or peer.  Vouching for L3 requires two owners or peers of code stored at L3.

For future reference, like Marcia said in bug 1394385 comment 3, I'm now level 2. I think I was downgraded after the end of Firefox OS. It totally makes sense, and I don't think I need level 3 anymore.
