Description:
if the user locks the phone while in the task manager the next time they turn the screen on they will see a brief flash of the home screen before the lockscreen appears.

Repro Steps:
1) Update a Aries to 20151016122951
2) Open an app
3) Longpress the home button to enter card view
4) lock the phone
5) Press the lock button to turn on screen
6) Observe screen as it turns on

Actual:
The unlocked screen is visible for a moment before the lockscreen appears

Expected:
It is expected that the unlocked screen is never visible when the phone is locked

This issue DOES occur on Flame 2.5 and Flame 2.2.
