Bug 1212905 should have disabled vertical paging by default, but it appears to be enabled by default at the moment. This needs to be fixed, and I guess we'll need to use marionette to make sure it doesn't regress.

Looks like I botched the refactoring of Settings into a separate file - Fixed, and added an extra unit test too.
