STR:
1. New flash device
2. Go to Settings -> Private browsing to enable Tracking Protection
3. Go back to home screen to tap browser icon
4. The pop-Up page shows, check the Tracking Protection status

Expected result:
1. Status of Tracking Protection should be enable 

Actual result:
1. Status of Tracking Protection  is disable

This updates the value on show. I had considered using a settings observer, but it seems like that would be over-complicating things since we already hide the dialog on appopened. (But, I can add that if you think otherwise.)
