"Sync preferences" button has no valid action in "welcome to sync" page

Environment: 
Device: Sony Xperia Z2 (Android 5.0.2 );
Build: Nightly 44.0a1 (2015-10-18);

Steps to reproduce:
1. Sign in with valid account
2. Tap on Sync preferences button when "Welcome to Sync" page is displayed

Expected result:
 Sync preference page is displayed

Actual result:
 No valid response after the button is tapped

Notes:
No visual feedback is displayed also when the button is tapped

The only wrinkle is that we don't always have an Activity context, so
we always start a new task.  We might want to revisit that decision.
