* On a clean profile
* Click Settings -> Sync. Repeat 3x.
Expected: No tab queue prompt
Actual: Tab queue prompt
Note that if tab queue is enabled, it does not show a toast when opening the sync sign-in tab.
NI sebastian to get this moving forward but also tracking.
