STR:
1. Open http://alison-shiue.github.io/with_manifest/link_manifest.html, and pin the site
2. Navigate to http://alison-shiue.github.io/without_manifest/icon_1.html, and pin the site
3. Close all windows
4. Tap the pinned site icon from step 1
5. Go back to homescreen, and tap the pinned site icon from step 2

Expected result:
1. Would create a new window at the stored URL of the site from step 2

Actual result:
1. Just bring up the window opened from step 4
