Gecko/20020124
BuildID: 2002012403

Mouseover behaviour is inconsistent, some have animations, some don't
- BROWSER : buttons light up on mouseover
- MAILER : small section of button is colorized on mouseover
- COMPOSER : hovering over OPEN makes the folder open up, but LINK or ANCHOR do
not have animations at all.

Also, in COMPOSER the buttons for LINK, ANCHOR, H-LINE and table are very gray
(grey?), and thus appear inactive.

Reproducible: Always
Steps to Reproduce:
1.open composer/browser/mailer
2.check the toolbar button mouseover behavior
3.

Actual Results: inconsistent mouseove

Expected Results: consistent mouseover
