Since bug 1209226 we only need to accept the dev agreement once. We need to display it again whenever the agreement is updated.

If possible, it would be great to have a “What’s new” or changelog, so developers can either see directly what was changed, or get a link to see what has been changed.

But this is a quality of life issue and shouldn’t impact user experience too much. The responsibility is on the TOS writer to add a changelog.
