1216760 - Tracking protection prompt will pop up again after tapping learn more and then going into card view

If the user taps on "learn more" when prompted about "Tracking Protection" and then goes into task manager, the prompt will appear again when the user returns to the page. 

Repro Steps:
1) Update a Aries to 20151020162500
2) Tap on the "Browser" app. 
3) When prompted to turn on "Tracking Protection", tap on the "Learn More" link.
4) Go into task manager and then go back to the page and observe.

Actual:
The user is prompted again to turn on "Track Protection".

Expected:
The user is not prompted again to turn on "Track Protection".

This also occurs on the Flame 2.5

The "Tracking Protection" prompts again if the user goes into card view on the "Learn More" page.

This is a new feature for 2.5 so I cannot test this on 2.2.

According to spec (https://mozilla.app.box.com/s/u7947aapnpqlsmcj4e7lqhk7x2yiv0r0) page 12:
   If the user taps, “Learn More”, open a new window with FxOS Support page displaying Tracking Protection Information details. The pop-Up should NOT disappear when user returns to this open window.

This test result is expected.
