Details
For example, open page "data:text/html,<button style="padding: 100px">button</button>", the button still has its default padding on OS X. This issue doesn't affect other platforms, neither other browsers. We should fix it. I suppose this also affects web compatibility.

It seems we correctly pick the fallback button style when the font-size is large enough, but we fail to do that for paddings.

So nsNativeThemeCocoa::GetWidgetPadding needs to return false for NS_THEME_BUTTON. You can try that and then check whether it causes any problems. It probably will.
