Could this be a regression from bug 1214533?

Steps to reproduce:
- Go to Settings, open Browsing Privacy
- Tap on Clear History
- In the confirmation dialog, tap on the Clear button
- Open a browser window, no history should be seen and no top sites
- Go to some url, e.g. "http://nu.nl"
- Open a new Browser window

Expected result:
- In the history items, "http://nu.nl" should be shown

Actual result:
No history items shown at all

I think this regression happened before bug 1214533. The same thing could be reproduced when I checked out an earlier commit.
