[Aries KK v2.5][Flame KK v2.5][Notifications] The notification tray will be opened or closed automatically, while we pull down/back less than a quarter of the notification bar.

[2.Testing Steps]: 
1.Try to pull down notification but release finger when a little (less than a quarter) of the bar is revealed. 
2.Pull back a little (less than a quarter) of the opened notification bar.

[3.Expected Result]: 
1.Will snap the tray close 
2.Tray interface will not shut down.

[4.Actual Result]: 
1.Will open the tray.
2.Will close the tray.
