I get a Internet Explorer cannot display the webpage error
Please add the URL you are using and more repro details. I am unable to repro on IE8 using https://www.mozilla.org/en-US/ to download Firefox.
1) Does the page continue to fail to load? 2) Can you load the page using another browser like Safari or Chrome? 3) Can you load an alternate page like the link listed in Comment 1?

I'm using IE 8.0.6001.18702
What browser and version is failing to load? Do you know when the problem started? What is the error it shows - debugging info would be helpful.
It's probably worth noting that this is IE 8 on Win XP. https://www.ssllabs.com/ssltest/analyze.html?d=download.mozilla.org suggests this configuration is broken. https://www.ssllabs.com/ssltest/analyze.html?d=www.mozilla.org shows a working negotiation.
Summary: Firefox can't be downloaded with IE 8 → Firefox can't be downloaded with IE 8 on XP

I've updated the cipher suite to match https://wiki.mozilla.org/Security/Server_Side_TLS#Old_backward_compatibility Should be fixed now.
