I get a Internet Explorer cannot display the webpage error
Please add the URL you are using and more repro details. I am unable to repro on IE8 using https://www.mozilla.org/en-US/ to download Firefox.
1) Does the page continue to fail to load?
2) Can you load the page using another browser like Safari or Chrome?
3) Can you load an alternate page like the link listed in Comment 1?

Yes

https://www.mozilla.org/en-US/ loads but the downlaods that it serves are at https://download.mozilla.org/?product=firefox-stub&os=win&lang=en-US which does not load.
I'm using IE 8.0.6001.18702
What browser and version is failing to load? Do you know when the problem started? What is the error it shows - debugging info would be helpful.
It's probably worth noting that this is IE 8 on Win XP. https://www.ssllabs.com/ssltest/analyze.html?d=download.mozilla.org suggests this configuration is broken.

https://www.ssllabs.com/ssltest/analyze.html?d=www.mozilla.org shows a working negotiation.

I've updated the cipher suite to match https://wiki.mozilla.org/Security/Server_Side_TLS#Old_backward_compatibility
