Quoting eviljeff: its really just a matter of stopping any further modification/uploads to the listing (apps used the developer-facing term 'banned', internal status constant is disabled_by_mozilla).
I think the Marketplace side is covered in bug 1217066 and bug 1217043. The real blocklisting is handled by AMO.
