I am currently working on a fieldset bug and miss the opportunity to verify my
patch with a regression test. My plan is to create two subdirectories in 
layout/html/formctls. base should host testcases already available from marvin.
bugs should host testcases from already fixed bugs. This would be similiar to
the logic at tests/block. I would start to populate base and bugs. Once enough
testcases are there I would like to link them to block and table regression tests.

I think this sounds like a good idea, but you should also coordinate with jkeiser

Though much of that is more UI and content than actual layout, it involves
layout too.

fix checked in, please add the testcases of your fixed bugs to the bugs
directory, this will make it for future regressions more difficult to snake in.
