1217996 - Add l10n to SVG JSON DB

Bug 1212826 added the SVGData template holding SVG related data, though it currently only contains English texts.

This issue is meant to read the l10n data from the non-English pages and merge the data with the existing JSON.

So the SVG data scraper[2] needs to be adjusted to parse and output the localized data.
