A placeholder. Even before multiple content processes, we will exit the content process if we end up with a single window with just a newtab in it. When we then create another content process, we will read the preferences; if the preferences that require restart changed in the meantime, this will look like a restart, and we will have the two processes with different preferences. Not sure this is a problem, and I haven't thought through the scenario where it could be a problem, but thought I'd write it down anyway.
