See http://people.mozilla.org/~aoverholt/out-4.ogv. Seeking seems to work, the the UI seems to think the video is playing but I see no video and hear no audio.

It works for me on Linux? Which platform are you on? Btw, the sample rate is 22050 which is kinda unusual. Not sure if this is the problem that you couldn't hear audio.
I'm on Mac.
