[1.Description]:
[B2GDroid]Open 'Messaging Settings' from 'Messages', toggle ON/OFF 'Cell Broadcast' switch, Emergency Alert cannot be toggled and is greyed out when cell broadcast is off.

[2.Testing Steps]: 
1. Open 'Messaging Settings' from 'Messages'. 
2. Check 'Cell Broadcast' & 'Emergency Alert' are existed. 
3. Toggle ON/OFF 'Cell Broadcast' switch. 

[3.Expected Result]: 
In step 3,  'Emergency Alert' is not affected. 

[4.Actual Result]: 
In step 3, Emergency Alert cannot be toggled and is greyed out when cell broadcast is off.

Android version: 4.4.4(Build Number 23.0.A.2.93)
B2GDroid version: 0.11

[8.NOTE]
This bug can be reproduced on latest user build of  Aries KK 2.5, and it doesn't support 'Cell Broadcast' test on latest user build of  Flame KK 2.5.
