Affected OS`s:
- Windows 7 64-bit
- Ubuntu 14.04 32-bit
- Mac OS X 10.11

STR:
1. Start Firefox
2. Click Hello icon
3. Click Get started
4. Start a conversation
5. Hover 'Mute Audio/Video' buttons

Expected results: Buttons are highlighted properly.

Actual results: Buttons are not highlighted completely.

Notes:
- Gif attached showing the issue.
- Unable to see if this a regression since I can't test older l10n builds, but it started after implementing the new design from bug 1184921.

Attachment: working fine with 45.0a1 (2015-12-04)

Is this still an issue, i tested this with Nightly 45.0a1 (2015-12-04) and could see that it is not as bad as it was in the original attachment.

You're not in RTL mode in that gif. Probably the best way to do this, is to start the standalone server with `make runserver` and then visit http://localhost:3000/ui/?rtl=1#DesktopRoomConversationView

That's in rtl mode (there's a checkbox at the top), and you can hover over the icons and use the web inspector to debug.
