I am a Ad-blocking tool rule's maintainer. I write blocking rules, then reload the page to check out does it works as expected. Back then, I only use Ctrl+F5 to reload the page ignore cache, later, I found it didn't always work anymore.

So I try open toolbox and check "Disable Cache (When toolbox open)", it's still read file from cache... as the screenshot showed.

I've been encounter this many many times.

Hey, man, seriously? This is critical misbehavior for web developer.

This bug should fix in a higher priority.

p.s. should I open another for the Ctrl+F5 not working sometimes?
Is this cache issue specific to SWF files?

No, it's not specific to .swf file. If I recalled correctly, request raised by an swf object will more likely happen.

Do you know what other file types you've seen this with?

In the past, fixing this cache disabling issue has required separate changes for each file type involved, so it would help to know in detail exactly which files types you see the issue with.

Also, at least some disable cache issues were fixed by bug 1027579 in Firefox 43. What version are you testing with?

44.0a1 (2015/10/24 nightly)

I can't name a file extension or content-type at the moment, I will reply if I meet another.
