1218705 - [Settings] The descriptions of "Data Connection" and "Data Roaming" should be illustrated more precisely

Currently, the descriptions are too long and can't describe both "Data Connection" and "Data Roaming" precisely. My personal opinion is that we shall rewrite the descriptions as:

Data Connection:
"Automatically fetch data via mobile network."

Data Roaming:
"Enable to fetch data when roaming."

These looks good to me, though we could shorten them further if necessary:

Data Connection:
"Automatically fetch mobile network data." (or just "network data"?)

Data Roaming:
"Fetch data when roaming."
