1218791 - Schedule TC linux64 debug mochitest-webgl as a Tier-2 job on trunk branches

So far mochitest-webgl is the only consistently green job out of the taskcluster linux64 tests:

Let's enable it on trunk branches as Tier-2 while we still can.

Hmm, setting the job as tier-2 in the configs doesn't work:

The only difference between those two is that the first push adds a { 'tier': 2 } so the treeherder portion of the config. It looks like that should "just work", but apparently not.

No, last I saw the tier specifications in tasks.extra weren't hooked up to anything.  You need to set up a job profile in the "sheriffing" menu on treeherder itself.  We already have a "Tier 2 - TC Desktop/Android" job profile that I could just add to, but I seem to have lost the ability to edit such things: I can see the exclusion profiles and job profiles, but nothing I click lets me edit. :camd, can you help?

Should have mentioned that I talked to camd yesterday, and he said you should be able to set the tier from the configs instead of the job profile. I'd much rather make that possible over hunting someone down to update the profile every time one of these gets enabled (or moved to tier 1).
