Steps to reproduce:
1. Open settings page: https://marketplace-dev.allizom.org/settings
2. Uncheck "Yes, show me recommendations based on my installed apps" and save the changes.

Expected results:
The Recommended link is no longer displayed.

Actual results:
The Recommended link is still displayed. 

Notes/Issues:
Verified in FF41(Win7, Android 4.2.1) FFOS 2.1 and 2.5 (Flame)
