2.Go through FTE and do not connect to data or wifi.
3.Compete FTE.

This is expected behavior: after we made the decision to have a latecustomization.url setting value pre-defined, we can only determine if there are late customization apps to install by requesting the list from the marketplace server. In practice this means that we will never see the "your carrier is offering apps" screen. Either we get a valid response with a list of apps and show them on the "Free Apps" screen, or we do not and the "Free Apps" screen is skipped entirely.
