It should be possible to set the tier directly from the job configs, should just be a matter of updating mozilla-taskcluster.
I'll take a stab at this.

I don't really know what I'm doing here, but this looks like it might work..
Please be extra cautious testing+merging this!

This is on my radar. I have yet to get the mozilla-taskcluster tests working, but these changes seem simple enough. I will try to get to it in the morning and get some tests running against it. We can also push it to only staging to see how that works out for a little bit.
