1219483 - remove exploitability_reports table

The exploitability_reports table in prod is 6.5Gb [0] but the way we query it for the report is that we always only show the last 7 days worth of signatures. 

Why we don't have a 1, 3, 7, 14, 28 days choice on https://crash-stats.mozilla.com/report/exploitability/products/Firefox/versions/43.0a2 I don't know but suppose we add one, that means we can delete everything older than 28 days in a crontabber app.

Adjusting the scope of this to remove the exploitability_reports table from postgres and all code related to it.

Making this block bug #1361394 covering simplifying postgres.

Making this a P1 since doing this drops a large amount of stuff in our db and makes the upcoming infrastructure switchover easier.

Looks like there were stored procedures for updating the exploitability_reports table, but those were removed in migration f4c8c470b67e_bug_1424027_remove_procs.py.

I don't see any other code that uses this table.

So, I think this is just a straight-forward migration. Yippie!
