It is for the support of GPS_LOCK.

Different carriers have different requirements for location request triggered by SUPL when location mode is on/off. There is a GPS_LOCK setting in /system/etc/gps.conf which can have the following values

# Below bit mask configures how GPS functionalities
# should be locked when user turns off GPS on Settings
# Set bit 0x1 if MO GPS functionalities are to be locked
# Set bit 0x2 if NI GPS functionalities are to be locked
# default - non is locked for backward compatibility
#GPS_LOCK = 0

As of today the default value is 0 which means even if Location mode is OFF, SUPL location request should still be handled. But some carriers may want to set this to 0x2, which means even SUPL requested location must be turned off if location mode is OFF.
